The only spells you're normally given permission to cast on an opponent's turn are instants and spells that can be cast any time you can cast an instant (such as cards with Flash). You are correct that one could make a deck that consists mostly or completely of counterspells. It would be in the category of "control" decks.
Like the title says. Can I use Activate:Main during my opponents Main Phase? and Can I use Activate:Battle during my opponents battle step? I didn't see anything specifically saying I couldn't in the little rule sheet you get with a deck.

Sorceries and instants differ only in when they can be cast. Sorceries may only be cast during the player's own main phases, and only when the stack is empty. Instants, on the other hand, can be cast at any time, including during other players' turns and while another spell or ability is waiting to resolve.

Pithing Needle only stops activated abilities. It doesn't stop spells from being cast, and it doesn't stop any other kinds of abilities that aren't activated abilities (such as triggered abilities, static abilities or replacement effects). Activated abilities cannot be countered by spells or abilities that counter spells, because they aren't spells. However, there are cards, such as Stifle, Squelch, and Voidslime, that can be used to counter these abilities.
Cursed Totem stops players from activating mana abilities of creatures. Other abilities of creatures, including static abilities and triggered abilities, are unaffected. Activated abilities of noncreature permanents that would make them become creatures (such as a Vehicle's crew ability) can still be activated.

To answer the question in your title, yes, each player receives priority and can cast instants after blockers are declared. However, to answer the (unwritten) question in the body of your text, the attacking creature will still be considered blocked, even if the defender is killed or otherwise removed from combat.Nov 29, 2016
