In the others there just aren't any L- gates. And the L-Cluster hasn't been in any of my games. Does it only spawn after you unlock the L-gates? I last played Stellaris after the release of Leviathans but then got so utterly bored with the mid-game that I walked away. Decided the other day to give it another look and updated my mods and find the game is vastly different.

A common outcome of the L-Gate activation is an invasion from the L-Cluster. All L-Gates in the galaxy except the first one activated will open at the same time and bring an invasion force. In a tiny galaxy with only one L-Gate the empire that activated it will endure the invasion instead.

75,000 is a fairly typical combined offensive power (multiple fleets raiding you) for the Grey Tempest for quite a while, which is more than most Citadels can get to in vanilla, without any mods.
