Fourth Phase

Finally, go to the far end of the large room. Repeat the trick with the barrels. Drop one close to the platform’s edge before casting Stasis and smacking it senseless. The barrel needs to hit full speed against the large rock slab to make it fall. In other words, hit the barrel until the arrow turns red.

Never mind. I did manage to figure it out. After paragliding down, simply hit the Y button and Link should dive down the with spear point at the ground. So simply hovering over the platform and dropping at a decent height will unlock the shrine. Sorry for wasting everyone's time with this one.
