You can't transfer it to Steam. You can purchase a second account on Steam and link it to your first account, but I don't know why anyone wants to do that because Steam ESO users have so many added login/update difficulties.Apr 5, 2019
After launching the game and choosing your preferred megaserver, you will be given the choice to create a new ESO account or link to an existing ESO account. Select Link Existing Elder Scrolls Online Account. Once you enter your existing UserID and password, you will see a confirmation screen.
Use the "already have account" option during STEAM Edition purchase/installation. After that you will have access to all current progress of your single ZOS ESO Account whether you use STEAM or PC. Not all of the games in the announcement are new. Fallout 76, Dishonored 2, Wolfenstein: Youngblood, Rage 2, and Doom Eternal are all already on Game Pass PC.
