The maximum duration Witch Time can last is 240 frames, which means that is Bayonetta does not use the move for the first 1,000 frames (16.666 seconds) of the match, it will be at its maximum duration when she uses it. Each time Bayonetta uses Witch Time, its duration gets shorter by 75 frames.
Jeanne has a longer witch time than the others but you have to use bat within to activate it. Jeanne only has bat within, witch time is impossible with jeanne.
The best way to execute Witch Time on someone is to time your evade on their incoming attack at just the right moment. Wait for them to go into an attack, and when they're about to hit you, move out of the way.
